When I travel I like to make sure I stay close to one of these refuges as they tend to stay open late, have free Wifi and their caretakers are good when it comes to feeding its visitors. While I can't ID these birds, I'm sure there is nothing "pygmy" about them. So my advice would be, if you get a flat, try to find a bike shop somewhere that has a foot pump and get your tire inflated to the full pressure to avoid add'l flats.
